Jagan's Low-confidence Talk Before AP Polls: What's up?

Andhra Pradesh CM YS Jagan Mohan Reddy is usually a very confident and composed man. But that isn't even remotely the case if we look at the latest public speech delivered by the YCP chief. 

In his latest public meeting today, Jagan Mohan Reddy said he has lost hope that the elections are being held in a fair and square manner as he suspected the opposition leader Chandrababu Naidu.

"The belief that elections will be held properly in AP is eroding day by day. Officials are being changed at will. Chandrababu is wickedly preventing good from happening to the poor. Conspiracies are being made to stop me from doing good for the poorer sections. I request you to bless our YCP candidates in the election, vote on Fan symbol and bless us with a huge majority." Jagan said. 

The fact that the sitting CM is saying he is losing hope on a fair election process right before the polls is not a very positive sign for the ruling party and more so, if it is coming from a fierce competitor like Jagan. Does this indicate a shift of power dynamic in Andhra Pradesh?
