US declares Lashkar proxy TRF a foreign terrorist group after Pahalgam attack
The United States has officially designated The Resistance Front (TRF), a known proxy of Pakistan-based Lashkar-e-Taiba (LeT), as a Foreign Terrorist Organisation (FTO) and Specially Designated Global Terrorist (SDGT). This follows the terror attack in Pahalgam, Kashmir on April 22, 2025, which claimed the lives of 26 civilians and triggered a military escalation between India and Pakistan.

According to an official statement, TRF claimed responsibility for the Pahalgam attack — the deadliest on Indian civilians since the 2008 Mumbai attacks, which were also linked to LeT. The statement explained that TRF, operating as a front for LeT, had been responsible for multiple terror strikes in India, targeting both civilians and security forces. The April attack, in particular, drew global condemnation and raised serious concerns about escalating regional instability.

The designation as an FTO and SDGT places severe restrictions on the group. It blocks any assets under US jurisdiction, criminalizes material support from US individuals or institutions, and restricts TRF’s international financial movements. The move aims to disrupt the operational capabilities of the group, especially its funding and recruitment mechanisms.

TRF has been accused of being a rebranded extension of Lashkar-e-Taiba, designed to deflect attention from its Pakistani origins. Its tactics include claiming attacks under a local identity, increasing its propaganda online, and attempting to present itself as an indigenous movement in Kashmir. However, intelligence inputs and public claims of responsibility have exposed its direct ties to LeT’s central command.

The April 22 Pahalgam incident involved coordinated explosives and gunfire aimed at civilians during an early morning time slot, leading to the deaths of 26 individuals, including several women and children. The attack also resulted in retaliatory military operations across border areas, escalating tensions in the already volatile region.

Officials noted that TRF’s activities directly undermine regional peace and global counterterrorism efforts. Its strategies have included digital radicalization, recruitment of youth through encrypted messaging apps, and attempts to evade international tracking through proxy affiliations.

The US decision to designate TRF as a terrorist group reflects broader efforts to hold accountable groups that operate across borders under the protection or tolerance of states unwilling to act against them. The action is expected to pressure Pakistan into curbing the activities of TRF and similar outfits operating from its soil.

The Resistance Front’s growing role in executing high-profile attacks in India has been a matter of concern among global security agencies. In 2024 alone, TRF was involved in multiple attacks on Indian armed forces in Jammu and Kashmir, with coordinated assaults using sophisticated weapons and tactics indicative of foreign backing.

This new designation may pave the way for more multilateral sanctions on TRF and entities found supporting or facilitating its operations. It also signals enhanced cooperation between the US and India on counterterrorism matters and joint efforts to dismantle transnational terror networks.

While the victims’ families continue to grieve, the international recognition of TRF as a terrorist organisation brings a sense of accountability and acknowledgment of the suffering endured. Human rights organizations have called for greater focus on preventing such attacks and dismantling the infrastructure that supports these groups.

The decision also serves as a warning to other groups attempting to rebrand or operate under new names to escape scrutiny. Global enforcement agencies are now expected to coordinate further on intelligence sharing, monitoring of TRF’s digital footprint, and disruption of its logistics chains.

The designation of TRF is not just a legal classification—it is a clear statement that terrorism in any form, regardless of branding or location, will face united global opposition.
