A last-minute veto from Governor Greg Abbott has spared Texas’ growing hemp industry from a sweeping ban on THC products, prompting celebration from businesses across the state including in Cedar Park.

At J Heart CBD, store manager Lizzie Taylor said the team was in disbelief on Sunday night as the news broke. “My coworker and I started screaming,” said Taylor. “We thought we were going to lose our jobs. This changed everything.”

Senate Bill 3 (SB 3), if enacted, would have banned most consumable hemp products in Texas, threatening the livelihood of businesses like J Heart CBD, where THC-based items make up around 75% of their inventory.

Instead, Abbott’s veto turned the tide. In his proclamation, the governor called the bill “well-intentioned” but emphasized that it wouldn’t withstand constitutional scrutiny or ongoing legal battles. He instead advocated for a regulatory framework that ensures public safety, aligns with federal law, and can be enforced effectively.

“It’s a community-wide victory,” said Taylor. “We’ve never had this much hope or morale. Our customers came in this morning fist-pumping with us.”

Taylor said the store now plans to expand its product line, focusing on improved safety and regulation. “We’re going to bring in new products, remove outdated ones, and make sure we’re doing right by health and safety,” she said.

The decision sparked a sharp rebuke from Lt. Governor Dan Patrick, a vocal supporter of SB 3. Patrick accused Abbott of effectively promoting marijuana legalization in Texas. “I’m stunned. I’m stunned that he wants to legalize marijuana in the state of Texas,” said Patrick. “Texas is having a bad day.” SB 3 was one of 26 bills vetoed by Abbott this legislative session. It is now expected to return for debate in a special legislative session scheduled for July 21.
