IPS Officer Once Sidelined in Park Street Case Gets Powerful New Role

Senior IPS officer Damayanti Sen, remembered for leading the investigation into Kolkata’s politically explosive Park Street rape case in 2012, has returned to the spotlight after receiving a major responsibility in the BJP-led West Bengal government. The appointment is being viewed not only as an important administrative move but also as a politically symbolic decision by the Suvendu Adhikari administration.

The BJP government on Monday announced the formation of two special commissions to investigate allegations of institutional corruption and crimes against women during the previous Trinamool Congress regime. Among the most significant appointments was that of Damayanti Sen, a respected 1996-batch IPS officer, who has been named member secretary of a commission focused on atrocities against women and children.

The panel, headed by retired Justice Samapti Chatterjee, will investigate several controversial incidents from recent years, including allegations linked to Sandeshkhali, Bogtui and other high-profile crimes involving women and vulnerable communities. The commission will particularly focus on cases involving Scheduled Caste, Scheduled Tribe and minority victims. Political observers believe the appointment of Damayanti Sen carries a deeper message because of her history with the Park Street rape investigation during Mamata Banerjee’s tenure as Chief Minister.

Park Street Rape Case That Shook Bengal Politics

The Park Street rape case became one of the most controversial criminal investigations in West Bengal’s recent history. In February 2012, a woman alleged she had been gangraped inside a moving car after leaving a nightclub in Kolkata’s Park Street area. The case quickly triggered public outrage and national media attention.

At the time, Damayanti Sen was serving as Joint Commissioner (Crime) of Kolkata Police, becoming the first woman officer to hold the influential position. As pressure mounted on the administration, Sen led the investigation and her team managed to identify and arrest the accused within days.

The investigation established that the crime had indeed occurred. However, the case turned into a massive political controversy after then Chief Minister Mamata Banerjee publicly referred to the allegations as a “sajano ghatana,” or fabricated incident, allegedly intended to defame her newly elected government. Those remarks drew criticism from women’s rights groups, opposition parties and civil society organisations across India. Protest demonstrations erupted in Kolkata, with activists accusing the government of dismissing the survivor’s complaint instead of supporting the investigation.

Damayanti Sen’s investigation directly contradicted the political narrative being promoted at the time. Her findings strengthened the survivor’s claims and intensified pressure on the state administration. Soon after the case was solved, Sen was transferred from Kolkata Police’s Crime Branch headquarters at Lalbazar to the Police Training College in Barrackpore. Although the government officially described the move as a routine administrative transfer, the timing sparked widespread speculation. Opposition leaders and several former police officials questioned whether Sen had been moved because her investigation embarrassed the government. Though no official connection was ever established between the probe and the transfer, the episode remained a major topic of political debate for years.

Rise, Silence and Administrative Comeback

Despite being regarded as one of Bengal’s most capable police officers, Damayanti Sen largely remained away from politically sensitive assignments during much of the Trinamool Congress rule. While she later held important administrative positions, including Special Commissioner of Kolkata Police, she was rarely given charge of headline-making investigations.

Many within administrative circles believed her career progression slowed after the Park Street controversy. However, her professional reputation within law enforcement and judicial circles remained strong. In 2022, the Calcutta High Court entrusted her with investigations into four rape cases and the highly discussed Rasika Jain death case. The decision was widely seen as a sign that the judiciary continued to have confidence in her investigative skills and integrity.

A year later, she was appointed Additional Director General (Training), a role focused on police administration and institutional training. Though considered an important position, it kept her away from frontline investigations and politically sensitive policing matters. Her latest appointment by the BJP-led government is now being seen as a dramatic return to prominence.

Commission to Probe Women’s Safety Cases

According to the Bengal government, the newly formed commission will review multiple incidents that allegedly exposed failures in women’s safety and governance under the previous administration. Cases linked to Sandeshkhali, where allegations of harassment and intimidation against women created statewide outrage, are expected to receive significant attention.

The commission may also examine claims related to political interference, police response failures and delays in justice delivery in several cases involving women and children.

Government officials say the panel’s objective is to identify institutional weaknesses and recommend reforms to improve accountability and law enforcement mechanisms in the state. Political analysts believe the BJP government is attempting to project a strong image on women’s safety while simultaneously revisiting controversial incidents associated with the Trinamool Congress years.

Political Battle Intensifies in Bengal

Damayanti Sen’s appointment has already triggered fresh political discussions across Bengal. BJP leaders have projected the move as recognition of an honest officer who was allegedly sidelined for carrying out her duties professionally during the Park Street investigation.

Trinamool Congress leaders, however, are expected to counter the BJP’s narrative and accuse the ruling administration of politicising bureaucratic appointments and reopening sensitive incidents for electoral advantage. The development comes at a time when political tensions in West Bengal remain high over law-and-order issues, women’s safety debates and allegations of corruption against leaders from previous administrations.

For many residents of Bengal, Damayanti Sen’s return to a key investigative role is also symbolic of unfinished political and institutional conversations surrounding the Park Street case and the treatment of women-centric crimes in the state. As the newly constituted commission begins its work, all attention will remain focused on the findings it produces and the political impact those investigations may have in the months ahead. Damayanti Sen, once at the centre of one of Bengal’s most controversial criminal investigations, has now returned to one of the state’s most politically important assignments.
