Following the deadly fire at the Flourish Stay bed-and-breakfast (B&B) in Malviya Nagar, South Delhi, which claimed 21 lives and injured dozens, the Delhi government has announced a citywide inspection drive targeting B&Bs, guest houses, and high-risk commercial properties. The initiative is aimed at enforcing fire safety standards, verifying compliance with licensing conditions, and preventing similar tragedies.

A multi-agency joint committee has been formed, including officials from the district administration, Municipal Corporation of Delhi (MCD), Delhi Police, and the Power Department. The team has been tasked with auditing fire safety protocols, emergency exits, electrical infrastructure, and occupancy norms across establishments. Preliminary checks have already identified 18 properties in Malviya Nagar for inspection, while authorities plan to expand coverage to other high-risk locations citywide.

Inspection Focus and Possible Enforcement Actions

Investigations into the Malviya Nagar blaze revealed that the B&B was licensed for only six rooms but reportedly operated up to 25 rooms, including in a basement with sealed windows, creating serious evacuation hazards. The building also lacked a valid Fire Safety No Objection Certificate (NOC), and had only a single functional entry and exit point, which contributed to the high casualty count.

The citywide inspections are expected to cover all 702 licensed B&B properties in Delhi, with authorities reviewing whether establishments are operating within permitted scope and adhering to fire and building safety regulations. Properties found violating safety norms or licensing conditions may face sealing or legal action. The initiative underscores the government's commitment to protecting residents and guests, and enforcing accountability among property owners.

Officials have also pledged to submit detailed findings after the inspection drive, which will inform policy changes and strengthen the regulatory framework for commercial and residential properties operating under the B&B scheme. The Malviya Nagar fire has raised awareness of systemic gaps in fire safety monitoring, highlighting the need for strict enforcement and proactive measures to prevent similar incidents in the future.
