Revanth to Launch ₹19300 Cr Telangana Road Project On June 28

Telangana Chief Minister A. Revanth Reddy is set to launch the state’s biggest-ever road infrastructure programme on June 28, with a ₹19,300 crore investment to reconstruct and upgrade 13,541 km of roads under the Hybrid Annuity Model (HAM).

Mega Road Programme to Be Launched in Nalgonda on June 28

The Telangana government is gearing up to roll out its most ambitious road development initiative, with Chief Minister A. Revanth Reddy scheduled to formally launch the programme at a public meeting in Nalgonda on June 28. The project, considered the largest of its kind in the state, will see a massive investment of ₹19,300 crore aimed at transforming the road network across Telangana. 

This extensive initiative will cover 13,541 km of roads under the Roads and Buildings (R&B) and Panchayat Raj departments. It spans 96 Assembly constituencies, highlighting its wide reach and the government’s intention to address infrastructure issues across every region. 

The scope of work includes reconstructing damaged roads, building new stretches, and upgrading existing routes to improve travel quality and safety. From rural single-lane roads to major four-lane highways connecting district headquarters, the project aims to modernise the state’s transport backbone comprehensively.

Boosting Rural and District Connectivity

A central focus of this programme is improving connectivity in rural areas, where road conditions have significantly deteriorated over the years. Many villages have been struggling with poor road access, especially during the monsoon season, when heavy rains make several routes unusable.

The inclusion of Panchayat Raj roads reflects the government’s effort to strengthen last-mile connectivity. By upgrading these roads, the initiative seeks to ensure that rural populations can access healthcare, education, markets, and other essential services without disruption.

At the same time, district connectivity is also being prioritised. Upgrading roads to double-lane and four-lane standards will improve traffic flow and reduce travel times between key urban centres. This balanced development strategy ensures that both rural communities and urban hubs benefit from improved infrastructure. The government has set a strict timeline, directing agencies to complete construction within 30 months, demonstrating urgency in tackling the state’s infrastructure challenges. 

Execution Plan and Investment Details

The ₹19,300 crore project will be executed through coordinated efforts between the R&B and Panchayat Raj departments. The R&B department will take up improvement works on 441 roads across 32 districts, with an estimated cost of ₹13,006 crore. These projects are organised into 34 packages for efficient management and execution. 

Meanwhile, the Panchayat Raj department will handle the development of 2,162 roads covering around 7,449.50 km, with a budget of ₹6,294.81 crore divided into 17 packages. This segment focuses largely on rural roads, which have been in particularly poor condition.  To ensure quick mobilisation, the government has planned to release a 10 percent advance to contractors. This includes 5 percent after securing bank loans and another 5 percent once work begins, helping to speed up project execution.  Executing both sets of works simultaneously is expected to accelerate overall progress and minimise delays, making it one of the most extensive road development drives in the state.

Hybrid Annuity Model for Long-Term Maintenance

The project will be carried out under the Hybrid Annuity Model (HAM), a funding mechanism that combines government support with private sector investment. Under this model, the government pays 40 percent of the project cost during construction, while private developers invest the remaining 60 percent. 

A significant feature of HAM is its focus on long-term maintenance. Contractors are responsible for maintaining the roads for 15 years after completion, ensuring sustained quality. The government repays the developer’s share over time through annuities, along with interest. This model is expected to prevent the recurring issue of poor maintenance and pothole-ridden roads, which has been a major concern in Telangana. By holding contractors accountable for long-term upkeep, the initiative aims to provide durable and reliable road infrastructure.

Addressing Years of Road Damage and Neglect

The need for such a large-scale initiative has arisen from years of deteriorating road conditions across Telangana. Both R&B and Panchayat Raj roads have suffered extensive damage due to inadequate maintenance and repeated exposure to heavy rains and floods. Districts such as Nizamabad, Khammam, Medak, and Warangal experienced severe damage during recent monsoons, with several roads and bridges affected. While temporary repairs were undertaken in many areas, permanent restoration remained pending due to funding constraints.  In rural regions, the situation has been particularly difficult, with some villages becoming inaccessible during the rainy season. This has disrupted daily life and led to numerous public complaints, highlighting the urgent need for a comprehensive solution. The new programme aims to address these long-standing issues by investing in permanent upgrades and ensuring sustained maintenance.

A Major Step Toward Infrastructure Transformation

With its launch scheduled for June 28, the ₹19,300 crore road infrastructure programme is poised to play a transformative role in Telangana’s development. By improving connectivity and ensuring long-term road quality, the initiative is expected to deliver widespread benefits.

Better roads will enhance mobility, support economic activities, and improve access to essential services across the state. The inclusion of maintenance provisions under the HAM model further strengthens the project’s long-term impact. If completed within the planned 30-month timeline, the programme could set a benchmark for large-scale infrastructure development, positioning Telangana as a model for efficient and sustainable road projects in India.
