Iran’s Interior Minister Eskandar Momeni has urged BRICS nations to take a clear stand against attacks on Iranian territory, putting sovereignty, civilian protection and international law at the centre of the bloc’s New Delhi meeting while also seeking deeper cooperation on disaster resilience.
BRICS Stand on Iran
Speaking at the BRICS Ministers of Internal Affairs Meeting, Momeni said attacks on Iran had damaged power plants, homes, schools, hospitals and other civilian facilities. He described the destruction and deaths of civilians as violations of Iran’s territorial integrity and the principles of the United Nations Charter.
Momeni called on BRICS members to condemn aggression, attacks on civilians and damage to essential infrastructure. He said a unified position defending sovereignty and international law would send an important message and support peace, security and stability.
The appeal comes amid the continuing conflict involving Iran, which has placed regional security and the protection of civilian infrastructure under renewed international scrutiny. The issue has also tested unity within the expanded BRICS group, whose members have expressed differing positions on developments in the Middle East.
New Delhi Meeting and Security Ties
Momeni attended the New Delhi meeting during India’s 2026 BRICS chairmanship. According to the Iranian Embassy in India, the gathering focuses on stronger cooperation in internal security, counter-terrorism, law enforcement and common cross-border threats.
He also widened the discussion beyond the Iran conflict. Momeni said climate change, epidemics, natural disasters and failures involving critical infrastructure now cross political and geographical boundaries. No country can manage these risks alone, he said, making multilateral cooperation increasingly important.
Critical Infrastructure Resilience
Drawing on Iran’s experience with earthquakes, floods and droughts, Momeni called for practical BRICS coordination on crisis preparation. He said resilience must include prevention, preparedness, smart risk management and the ability to maintain essential services during emergencies, rather than focusing only on reconstruction after a disaster.
He added that rapid urbanisation has increased exposure to climate-related hazards. Protecting transport systems, power networks, hospitals, water supplies and communication services has therefore become central to national security, public safety and sustainable development.
Sendai Goals and Joint Action
Iran proposed operational plans based on recent BRICS work on urban infrastructure resilience and disaster management. Momeni supported specialised training, technical-team exchanges and joint exercises to improve preparedness and implement the Sendai Framework and Sustainable Development Goals.
The proposal’s value will depend on whether BRICS members move beyond general declarations and agree on funding, timelines, shared standards and measurable exercises. Without clear implementation plans, resilience commitments risk remaining diplomatic language rather than producing practical improvements.
