Banglalink Mukto Pay Gets Bangladesh Bank PSP Licence

Banglalink Mukto Pay is set to enter Bangladesh’s growing digital payments market after the telecom operator secured a Payment Service Provider licence from Bangladesh Bank. The August 11 approval allows Banglalink to expand beyond telecommunications into payments, transfers and other financial services, with a particular focus on underserved consumers and small businesses.

Banglalink Mukto Pay secures PSP licence

Banglalink announced that Bangladesh Bank had granted it a Payment Service Provider, or PSP, licence, clearing an important regulatory hurdle for its new Mukto Pay platform.

According to the company's announcement, Mukto Pay is fully owned by Banglalink and will provide several types of digital transactions under the regulatory framework established by the central bank. The move gives the telecom operator a direct entry into Bangladesh's expanding financial technology sector.

Unlike a conventional telecom product, Mukto Pay is designed as part of Banglalink's broader digital-services strategy. The company wants to use its existing mobile network, customer relationships and nationwide reach to connect more people with formal digital financial services.

Digital payments target everyday transactions

Mukto Pay will support money transfers, merchant payments, e-commerce transactions, utility and government bill payments, salary payments and other disbursements. Additional services could also be introduced where permitted by Bangladesh Bank.

Banglalink said the platform will focus on making everyday payments easier, safer and more accessible. An important target group will be people, micro-merchants and small businesses that remain unbanked or underserved by traditional financial institutions.

That focus could become Mukto Pay's main opportunity. Bangladesh already has a substantial mobile financial services market, meaning Banglalink is not entering an empty field. Its challenge will be converting its telecom reach into active financial-service users while competing on convenience, reliability, merchant acceptance and customer trust.

Financial inclusion becomes key strategy

The PSP licence also fits the wider digital strategy of Banglalink and its parent company, VEON. Rather than relying only on voice and mobile data services, telecom operators increasingly see financial technology and other digital platforms as potential sources of growth.

Banglalink believes its nationwide connectivity and knowledge of local customers can help expand financial inclusion. If Mukto Pay succeeds in reaching consumers and small merchants outside conventional banking channels, it could strengthen the company's position beyond telecommunications.

The opportunity is significant, but obtaining a licence alone does not guarantee adoption. Mukto Pay will need a useful merchant network, competitive transaction costs, strong cybersecurity and a simple customer experience to establish itself against existing digital payment services.

Mukto Pay supports cashless economy ambitions

Banglalink CEO Johan Buse said financial inclusion and a stronger digital ecosystem would play an important role in Bangladesh's ambition to develop a cashless society and eventually become a trillion-dollar economy.

He described Mukto Pay as an important step toward that goal and said Banglalink plans to combine its nationwide presence and understanding of Bangladeshi consumers with VEON's digital expertise.

For Bangladesh, another regulated payment provider could increase competition and give consumers and businesses more ways to conduct transactions digitally. For Banglalink, however, the strategic significance is larger: Mukto Pay represents another step in its attempt to evolve from a traditional telecom company into a broader digital-services operator.

The real measure of success will come after launch. Customer adoption, merchant coverage, transaction volumes and the ability to reach underserved communities will determine whether Mukto Pay becomes a meaningful force in Bangladesh's digital finance market or simply another payment option in an increasingly competitive sector.
