India and Cyprus Elevate Relations to Strategic Partnership

India and Cyprus have officially elevated their bilateral relationship to a Strategic Partnership following talks between Prime Minister Narendra Modi and President Nikos Christodoulides in New Delhi. The upgrade is aimed at bringing renewed ambition and focus to cooperation across a wide range of sectors including trade, investment, defence, education, technology, and culture. Prime Minister Modi described Cyprus as India’s emerging investment gateway to Europe and emphasized the strategic importance of strengthening ties with the Mediterranean nation. The partnership seeks to deepen political, economic, and cultural linkages while expanding collaboration on international platforms such as the European Union, where Cyprus currently holds the presidency.

Agreements and Collaborative Initiatives

During the visit, India and Cyprus signed six agreements covering critical areas such as counter-terrorism, diplomatic training, innovation and technology, search and rescue operations, higher education, and cultural cooperation. The leaders also unveiled a roadmap for defence cooperation from 2026 to 2031, focusing on military exchanges, joint training programs, maritime security, and cybersecurity initiatives. Both countries committed to strengthening intelligence-sharing and defence industry collaboration, including the adoption of emerging technologies for regional security. India reaffirmed its support for Cyprus’ sovereignty and territorial integrity, while Cyprus highlighted its position as a stable and trusted partner of India. In addition to security and governance cooperation, discussions were held on trade, shipping, infrastructure, energy, and agriculture, with plans to expand dialogues on consular matters, social security agreements, and financial connectivity. India’s UPI payment system is set to be operational in Cyprus from next year, facilitating smoother cross-border transactions.

Economic and Cultural Dimensions

The Strategic Partnership also emphasizes economic collaboration. Modi noted that Cyprus is currently the ninth-largest source of foreign investment into India, with Cypriot investments having doubled over the past decade. Both countries aim to double bilateral trade within five years. Collaborative initiatives include developing Gujarat’s GIFT City as a global financial hub in partnership with Cyprus and opening a Cypriot trade office in Mumbai. Cultural and educational cooperation were highlighted, with student exchanges, joint initiatives, and plans for a Bollywood film to be shot in Cyprus. These initiatives are designed to foster people-to-people connections and enhance mutual understanding.

Security and Counter-Terrorism Cooperation

On security matters, both nations issued a joint statement condemning terrorism in all its forms, including cross-border attacks. The statement specifically referenced the terror incidents in Pahalgam, Jammu and Kashmir, on April 22, 2025, and near Red Fort, New Delhi, on November 10, 2025. The partnership prioritizes counter-terrorism collaboration, maritime security, and cybersecurity as integral components of their strategic engagement.

The India-Cyprus Strategic Partnership represents a comprehensive effort to strengthen bilateral ties across multiple domains. By formalizing this partnership, both countries aim to enhance political, economic, and security cooperation while fostering cultural and educational linkages.
