Travis County Approves $11M for Austin Affordable Housing to Fight Homelessness with Support Services

In a significant move to combat homelessness in the Austin area, Travis County Commissioners Court has unanimously approved an $11.5 million contract to help fund a new affordable housing project. The contract, awarded to the Austin Area Urban League, supports the nonprofit’s Urban Empowerment Zone I, a supportive housing development that will bring 80 new affordable units for adults along with vital on-site services.

The project is part of the county’s ongoing commitment to its Supportive Housing Initiative Pipeline (SHIP), which has now contributed over $117 million toward the development of more than 2,100 housing units across 10 projects. Urban Empowerment Zone I will not only provide housing but also include access to mental and physical healthcare, a healthy food pantry, and legal services aimed at helping residents stabilize their lives.

Focus on Supportive Services
Travis County Commissioner Ann Howard called the decision a key milestone in the fight to make homelessness “rare, brief, and one-time.” The investment is backed by funds from the American Rescue Plan Act and represents a long-term strategy that goes beyond shelter by including wraparound services proven to be effective in reducing homelessness.

Community Collaboration in Austin
The initiative reflects collaboration across multiple levels of government and community partners, including the City of Austin Housing Department, Austin City Council, and the Housing Authorities of both Austin and Travis County. Commissioner Howard praised these partnerships, emphasizing the importance of working with mission-driven organizations and trusted local providers. The project showcases how coordinated efforts can bring transformative solutions to one of the city’s most pressing challenges.

This new development strengthens Austin’s supportive housing network and reflects the city and county’s shared goal of offering comprehensive assistance to individuals experiencing homelessness.
