In a significant development, Cindy Rodriguez Singh, the fourth most wanted fugitive on the FBI's Ten Most Wanted Fugitives list, has been arrested in India. Singh, 40, was wanted for the brutal 2022 murder of her 6-year-old son, Noel Rodriguez Alvarez, and had been on the run since March 2023. She fled the United States with her husband, Arshdeep Singh, and their six children, just days after her son was reported missing.

Singh’s arrest was a result of extensive collaboration between the FBI, Indian authorities, and Interpol. After her name was added to the FBI’s most wanted list in July 2025, the reward for information leading to her capture was increased from $25,000 to $250,000. Singh was apprehended in India and is now being transported back to the United States to face charges related to the unlawful flight to avoid prosecution and capital murder.

The FBI’s Ten Most Wanted list exists for cases just like this where a dangerous fugitive thought she could run, hide overseas, and escape justice, said FBI Director Kash Patel. Thanks to relentless FBI work and our international partnerships, Cindy Singh is back on American soil to face accountability for the horrific murder of her own child.

Singh is the first mother to be placed on the FBI’s Ten Most Wanted list for the murder of her child. She was charged with capital murder in October 2023 after it was revealed that she had severely abused and neglected Noel. Witnesses reported that Singh believed her son was "evil" and feared he would harm her newborn twins.

Noel, who suffered from chronic lung disease and required constant oxygen support, was reportedly starved, denied water, and physically abused. In one of the most disturbing incidents, Singh allegedly hit Noel with keys when he tried to drink water. At one point, she claimed she had "sold" her son, further deepening the horrific nature of the crime.

Singh's arrest and subsequent extradition mark a significant victory in the ongoing pursuit of justice for her son, and send a clear message that justice has no borders. The FBI has assured that it will continue its efforts to hold fugitives accountable, regardless of their location.
