Ohio lawmakers are advancing new legislation aimed at strengthening protections for student athletes by requiring cardiac screenings before participation in school sports. The proposal, House Bill 437, known as the Healthy Cardiac Monitoring Act, seeks to address the risk of sudden cardiac arrest, which health experts identify as the leading cause of death among student and youth athletes in the United States.

Although sudden cardiac arrest remains rare in individuals younger than 35, supporters of the measure argue that standardized cardiac screening could help detect underlying heart defects or heart disease before a medical emergency occurs. State Representatives Tristan Rader, a Democrat from Lakewood, and Jean Schmidt, a Republican from Loveland, introduced the bipartisan legislation to establish consistent pre-participation screening requirements across Ohio.

Under the bill, students would be required to undergo cardiac screening that includes questions about their personal health history as well as any family history of cardiac conditions. Lawmakers say this approach would provide physicians with critical information needed to make informed recommendations about a child’s safety in youth sports. The measure also aims to ensure that parents and coaches are better equipped to recognize potential warning signs while athletes are on the field.

Supporters emphasize that the legislation is not intended to prevent children with heart conditions from participating in sports. Instead, they describe the proposal as a preventive care measure designed to promote sports safety while allowing students to remain active, provided they are under appropriate medical supervision. Lawmakers note that many young people with manageable heart conditions can safely compete if they are properly evaluated, monitored, and treated in consultation with their doctors.

The Healthy Cardiac Monitoring Act would expand upon Lindsey’s Law, enacted in 2017 to address sudden cardiac arrest in student athletes. The new bill includes provisions directing the Ohio Department of Health to develop standardized screening guidelines and educational materials for families. Parents would receive a detailed pamphlet outlining symptoms to watch for, recommended next steps if a heart condition is suspected, and guidance on ongoing monitoring.

House Bill 437 recently received its fifth hearing before the House Health Committee. The proposal has garnered support from several medical and community organizations, including the American Heart Association, the Ohio Chapter of the American College of Cardiology, the Ohio Alliance of YMCAs, and the Cleveland Clinic. Backers say the legislation represents a collaborative effort to reduce preventable tragedies while reinforcing a culture of awareness and responsibility in youth athletics.

If enacted, the measure would place Ohio among states taking additional steps to identify cardiac risks early and promote comprehensive safety standards for student athletes participating in competitive sports.
