Rajasthan IAS-IPS Couple Under ACB Probe Over 40 Resort Villas

A Rajasthan IAS-IPS couple is facing an Anti-Corruption Bureau (ACB) investigation over their family's purchase of 40 resort villas and cottages for Rs 6.16 crore. Officials are examining alleged financial irregularities, property transactions and possible official favours extended to the resort company.

ACB Investigates Alleged Official Favours

Senior IAS officer Shikhar Agrawal and his wife, IPS officer Prashakha Mathur, have been placed under Awaiting Posting Orders (APO). The ACB's preliminary inquiry found prima facie indications of possible collusion between Agrawal and directors of Goyal Fashions Private Limited, which operates resorts under the Ananta brand. Investigators suspect the company may have received concessions in construction requirements, approvals without proper certificate verification and favourable financial packages during Agrawal's official postings. The Rajasthan government has approved a detailed investigation under Section 17A of the Prevention of Corruption Act.

Family Purchased 40 Resort Properties

According to the preliminary findings, the family purchased 20 cottages at Ananta's Bujhda resort in Udaipur in September 2023 and another 20 villas at its Ajabgarh resort in Alwar in March 2026. The combined transaction value was reportedly Rs 6.16 crore. Investigators suspect some properties may have been acquired below market rates. The Udaipur cottages were reportedly registered equally in Agrawal's and Mathur's names at approximately Rs 15 lakh each. The Alwar properties were registered among the couple, their two sons and Mathur's parents. Reported individual prices ranged from approximately Rs 15 lakh to Rs 16.5 lakh, with the precise transaction breakdown requiring verification.

Lease Agreements Raise Financial Questions

After purchasing the properties, the family reportedly leased them back to Goyal Fashions through registered agreements. Each Udaipur cottage carried an annual rent of Rs 4 lakh, while each Alwar villa was leased for Rs 5 lakh. The agreements indicate potential annual rental income of Rs 1.80 crore. The ACB is also examining a concessional financial package reportedly issued to the company on March 27, 2026, the same date linked to the Alwar property registrations.

Property Disclosures Under Scrutiny

Investigators are reviewing the officers' property declarations and sources of investment. Agrawal's January 7, 2026 declaration reportedly listed 14 properties, while Mathur's January 8 return listed none. The inquiry will assess applicable disclosure requirements, ownership records and possible disproportionate assets. The allegations remain unproven, and no final findings of wrongdoing have been announced.
