A 25-year-old man from Nicaragua has been charged with assaulting federal immigration officers during an attempted arrest at an immigration enforcement facility in San Jose, California. The incident occurred during what was intended to be a low-profile apprehension after the man, Francisco De-Jesus Morales, failed to appear at his final removal hearing.

According to federal documents, Morales had been ordered removed from the United States by an immigration judge earlier this year. Following his no-show at the hearing, a deportation order was issued. On May 1, an immigration contractor contacted Morales and instructed him to report the next day to the local Enforcement and Removal Operations office to return a government-issued phone used during his pending immigration case. Morales confirmed he would attend.

The following morning, Morales arrived at the facility as planned and checked in at the reception area. Three plainclothes officers, referred to only as Officers A, B, and C in legal documents, approached him in a conference room and attempted to detain him quietly. One officer placed a hand on Morales’ shoulder and informed him, in Spanish, that he was under arrest. As he attempted to handcuff Morales, the situation escalated rapidly.

Morales reportedly resisted arrest by pulling his arms away and elbowing one of the officers, causing him to lose his balance. Officers A and B then tried to subdue Morales with a bear hug, but all three fell to the floor in a struggle. During the scuffle, Morales allegedly grabbed at an officer’s waistband, making contact with a firearm, and attempted to leave the building.

At that moment, a third officer intervened, trying to prevent Morales from escaping. According to court documents, this led to a more violent confrontation where all three officers were involved in restraining the suspect. It was during this portion of the incident that Morales allegedly grabbed, pulled, and twisted Officer C's genitals. The officer reportedly cried out in pain, leading the other officers to strike Morales in an attempt to stop the attack. One of the officers responded by grabbing Morales’ groin, which reportedly caused him to release his grip.

As a result of the confrontation, Officer A sustained a possible hairline fracture or strain to his ankle. Officer B suffered bruises to his chest and knees, and Officer C experienced significant bruising to his groin and back. Two of the officers were unable to return to work immediately following the incident. Morales sustained a facial injury during the struggle.

The federal complaint against Morales does not indicate whether he has any prior criminal convictions beyond his undocumented status. No video footage of the incident has been cited in the affidavit, and the details are based on accounts from the involved officers and additional staff at the facility.

Morales has been charged with assaulting a federal officer, a serious felony offense. He is currently being held without bail and is awaiting a court appearance. A federal public defender has been assigned to his case, but no official plea has been entered as of yet.

This incident highlights the risks and tensions that can arise during immigration enforcement actions, particularly when suspects resist federal custody. The facility where the event took place has recently been the site of protests against immigration enforcement practices. Advocates argue that such actions heighten fear in immigrant communities and disrupt family stability.
