Denmark SIRI certification 2027: Rules for employers

Denmark SIRI certification 2027 will allow qualifying Danish companies to recruit foreign workers through a new Collective Agreement Scheme. Employers need at least 10 full-time staff, two years of operating history and a relevant labor agreement. Certification applications are expected to open in December 2026.

Denmark will introduce new employer certification requirements on January 1, 2027, allowing qualifying Danish companies to recruit foreign workers through the Collective Agreement Scheme.

The Danish Agency for International Recruitment and Integration (SIRI) will administer certification. Employers must receive approval before foreign employees can apply for residence and work permits under the scheme.

SIRI employer certification requirements

Danish companies must satisfy several conditions to qualify for certification.

Employers must have operated for at least two years, maintain at least 10 full-time employees in Denmark and be covered by a relevant collective agreement.

Companies must also have submitted annual reports or financial accounts for the preceding two years.

These conditions are intended to limit the scheme to established businesses that meet Danish employment standards.

Denmark collective agreement rules for employers

The scheme requires employers to recruit workers for positions covered by qualifying collective agreements.

Such agreements establish employment conditions through negotiations between employers and trade unions.

Companies must permit relevant union oversight and comply with the agreed employment conditions.

Certification can be withdrawn if an employer fails to maintain the required standards.

Documents and compliance checks

Employers must obtain a clean service certificate from the Danish Business Authority, issued within the preceding three months.

The certification process also considers previous violations involving foreign workers, unresolved workplace safety orders and relevant labor disputes.

A company representative must attend a SIRI guidance meeting, and the employer must pay the applicable application fee.

How long is SIRI employer certification valid?

Initial certification under the scheme will remain valid for three years.

Eligible companies can subsequently renew certification for four-year periods, provided they continue meeting the requirements.

Certification is specific to this scheme and is separate from the residence and work permit required by each foreign employee.

When can employers apply for SIRI certification?

SIRI expects certification applications to open in early December 2026.

The Collective Agreement Scheme takes effect on January 1, 2027, when SIRI will begin processing applications for residence and work permits.

The agency will publish dedicated application pages and further instructions before implementation.

For Danish businesses planning international recruitment, confirming collective agreement coverage, preparing financial records and reviewing workforce eligibility will be essential before certification applications open.
