In a significant development, the Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, has approved a series of administrative and infrastructural reforms, including the creation of a new department dedicated to Information Technology (IT) and Artificial Intelligence (AI). The decision, part of the state’s "Viksit Maharashtra" vision, aims to accelerate the integration of emerging technologies and streamline public services.
A central part of this initiative is the formation of an independent Electronics, IT, and AI Department, which will be carved out from the existing IT functions under the General Administration Department. The newly formed department will include the creation of a dedicated IT cadre with permanent posts across Mantralaya, commissionerates, and district offices. In addition, 77 new posts will be added under a new Electronics, IT and AI Commissionerate, while 427 additional posts will support technical functions across various government departments.
To ensure the successful implementation of this transformation, the Maharashtra Cabinet also approved the recruitment of 389 technical personnel through external agencies to support project management and monitoring. A new Maharashtra e-Mission Team (MeMT) will be created, alongside an internship programme for 200 engineering graduates aimed at building a skilled workforce for the department.
This restructuring is expected to bring about significant improvements in transparency, administrative efficiency, and e-governance by reducing manual intervention. The department will focus on facilitating data-driven decision-making, cybersecurity, and integrating modern technologies like AI, machine learning, and IoT across sectors such as agriculture, healthcare, and renewable energy.
In a parallel move, the Cabinet also approved the restructuring of Maharashtra State Electricity Distribution Company Limited (MSEDCL), splitting it into two entities. One will focus on non-agricultural consumers, while the other, MSEB Solar Agro Power Ltd, will cater to agricultural supply. MSEDCL, which is currently burdened with ₹32,679 crore in government-backed debt, will also move forward with a long-term bond issuance to stabilize its financial position. The restructuring plan includes an Initial Public Offering (IPO) for the non-agricultural entity, which will be listed in the capital market.
The Maharashtra Remote Sensing Application Centre (MRSAC), a pivotal body for urban planning, water conservation, agriculture, and mineral management, will now operate as a Section 8 company under the Companies Act, 2013. This shift is expected to enable better integration of advanced technologies such as AI, IoT, and cloud computing into its operations, with the company’s headquarters set to be in Nagpur.
These decisions mark a major leap toward modernizing Maharashtra's infrastructure, enhancing its disaster management capabilities, and strengthening its technological framework, all with the support of the World Bank and other strategic initiatives. The Maharashtra Resilient Development Programme (MRDP), which will receive Rs 165 crore in World Bank assistance, further emphasizes the state’s commitment to improving disaster-response mechanisms and creating a more resilient future for its citizens.
