Jagan Mohan Reddy's MAVIGUN Move: A Political Gamble or Strategic Shift?

YS Jagan Mohan Reddy, the former Chief Minister of Andhra Pradesh, has always been a polarizing figure when it comes to the capital issue. Prior to the 2019 elections, Jagan strongly supported Amaravati as the permanent capital of the state. He even claimed to be the only leader with a permanent residence in Amaravati, making him the most committed to its development. However, after assuming power, his stance shifted dramatically, and between 2019 and 2024, he introduced the controversial idea of creating three capitals, positioning Vishakapatnam as the real capital. This sudden change in direction left many wondering what had caused the shift.

Now, ahead of the 2029 elections, Jagan's political gamble has taken yet another surprising turn. He has introduced a new proposal known as MAVIGUN, which aims to resolve the legal complexities surrounding the capital shift. Despite holding a comfortable majority of 151 seats between 2019 and 2024, Jagan faced significant roadblocks in moving the capital from Amaravati to Vishakapatnam due to legal issues and opposition from the Telugu Desam Party (TDP), which used its majority in the state council to block the bill on three capitals.

MAVIGUN presents a clever workaround. It proposes that the existing government buildings, which are already under construction in Amaravati, will remain as they are, but the actual capital will be established in the MA-VI-GUN region, an area that encompasses various localities. In this scenario, Amaravati will be viewed more as an extension or outskirts of MAVIGUN, a strategy Jagan Mohan Reddy has devised to sidestep legal entanglements and land acquisition hurdles.

One of the key reasons for this shift is the high cost of land in the Vijayawada, Guntur, and Machilipatnam belt. Jagan’s government faced difficulties in acquiring the necessary land for constructing government buildings, a challenge that was addressed when Chandrababu Naidu, his political rival, initiated land pooling and began building government infrastructure in Amaravati. However, Jagan believes that Naidu's focus will be limited to completing these buildings rather than expanding the capital further.

Should Jagan Mohan Reddy secure a victory in the 2029 elections, he is expected to declare MAVIGUN as the true capital, while maintaining that Amaravati is part of the larger capital region. This approach would allow him to claim the capital issue is settled without the need for drastic changes in infrastructure, effectively making Amaravati a secondary location.

Ultimately, Jagan’s move with MAVIGUN may be a tactical response to both the legal battles surrounding the capital shift and the political dynamics with his rival Chandrababu Naidu. It remains to be seen if this strategy will work, but it certainly demonstrates Jagan’s ability to think outside the box, even if it means taking a risk in the face of mounting opposition and complex legal challenges. If implemented successfully, MAVIGUN could pave the way for a new political landscape in Andhra Pradesh by the 2029 elections.
