Prime Minister Narendra Modi addressed the Lok Sabha during the ongoing special Parliament session, offering a strong assurance that the proposed delimitation process will be conducted without bias toward any region. His statement comes at a time when the issue has triggered a major political confrontation between the ruling NDA and Opposition parties, especially leaders from southern states who fear a potential imbalance in representation.
Parliament Debate Intensifies Over Delimitation
The special session, convened to deliberate on key legislative proposals, saw heated exchanges between the government and Opposition benches. Central to the debate are three important bills, including the Constitution (131st Amendment) Bill, which seeks to enable the implementation of 33% reservation for women in Parliament and state assemblies. Alongside this, the Delimitation Bill and amendments related to Union Territories aim to redraw electoral boundaries and adjust representation based on population data.
PM Modi emphasized that delimitation is a constitutional process designed to ensure fair representation for all citizens. He urged Opposition members not to interpret the move through a political lens, asserting that the exercise would treat all states equally “from North to South and East to West.” Despite his assurances, concerns remain strong among Opposition leaders, who argue that population-based redistribution may disproportionately benefit states with higher population growth.
Southern States Raise Federal Concerns
Leaders such as M. K. Stalin, along with counterparts from Kerala, Telangana, and Karnataka, have voiced sharp objections to the proposed changes. They argue that states which have successfully implemented population control measures could lose political representation under the new framework. This, they claim, would undermine the federal structure and shift electoral power toward northern regions.
The debate has also gained momentum due to the proposed increase in Lok Sabha seats from 543 to 850, a move that could significantly alter the political landscape. While the government maintains that the changes are necessary to reflect demographic realities, Opposition parties view the exercise as potentially politically motivated.
As the session progresses, the delimitation issue continues to dominate discussions, with both sides standing firm on their positions. The outcome of these debates is expected to play a crucial role in shaping India’s electoral framework and federal balance in the coming years.
