Ex-NSA Menon: India Can't Stop IMF Loans to Pakistan, Diplomacy Has Limits

Former National Security Advisor Shivshankar Menon emphasized that India should not expect the world to align its foreign policy with New Delhi’s concerns on Pakistan, especially regarding terrorism and international funding. Speaking to India Today, Menon said diplomacy has limits and it’s unrealistic to task diplomats with changing how other countries behave since they act according to their own interests.

Menon highlighted that the recent IMF loan of $1.023 billion to Pakistan amid India’s Operation Sindoor is an example of global self-interest. He explained that Pakistan has made itself useful to powers like China and the US, benefiting from their rivalry. The US CENTCOM Commander’s praise of Pakistan as a "phenomenal partner" in counterterrorism reflects this complex relationship.

Addressing whether the world is ignoring Pakistan’s role in terrorism, Menon said global powers respond based on their strategic interests, not solely on whether they believe India’s position. Unlike a decade ago, Pakistan is no longer seen as a direct terrorist threat by many Western nations, reducing their incentive to act beyond verbal condemnation.

Menon reaffirmed that India’s global standing remains steady despite recent events. He pointed out that while India receives support on terrorism issues, responses to India-Pakistan conflicts will continue to be driven by broader geopolitical interests rather than emotional or moral considerations.
