Foreign nationals living, studying or working in India may encounter the Foreigners Regional Registration Office, or FRRO, when dealing with registration and visa-related services. In some cases, applicants may also be asked to produce a no-objection certificate, commonly called an NOC.
However, an NOC is not a universal document required from every foreign national. The requirement depends on the visa category, immigration service being requested and the applicant's individual circumstances.
What does the FRRO do in India?
A court NOC can become relevant when immigration authorities require confirmation that a pending legal case does not prevent the applicant from proceeding with a visa request. India's e-FRRO system provides services including foreigner registration, visa extension, visa conversion and exit permits. Applications are generally submitted online, although authorities may require an applicant to appear for an interview or provide additional documentation.

When can an NOC be required?
An NOC may be requested when another government department, institution or competent authority must give clearance before an immigration application can proceed.
The exact requirement differs by visa or service category. Ministry of Home Affairs documentation, for example, lists specific NOC requirements for some visa-related services rather than treating an NOC as a standard requirement for every applicant.
Applicants should therefore follow the document list provided for their particular e-FRRO service rather than assume that the same NOC applies in every case.
Court cases can create additional requirements
Additional clearance can become relevant when a foreign national is involved in ongoing legal proceedings and seeks a visa-related service.
A current example involves Sri Lankan actor Jacqueline Fernandez. A Delhi court granted her an NOC on October 6, 2026, enabling her to apply for renewal of her Indian employment visa while money-laundering proceedings against her remain pending.
Importantly, such a court NOC does not itself renew a visa. It removes a specific procedural obstacle, after which the immigration authority considers the application under the applicable rules.
Is an FRRO NOC the same as visa approval?
No.
An NOC indicates that the authority issuing it has no objection to the applicant proceeding with a particular request. The FRRO or other competent immigration authority still examines the visa or immigration application independently.
The e-FRRO portal states that applications are considered after required documents are uploaded and that immigration services can be subject to verification.
Foreign nationals should check the exact requirement
Foreign nationals seeking visa extension, conversion, registration or another immigration service should check the requirements applicable to their individual visa category before submitting an application.
The Ministry of Home Affairs says foreign nationals should approach the jurisdictional FRRO or FRO for visa-related services, including cases where a requested service falls outside powers already delegated to those authorities.
