UK visa changes 2027: New salary and graduate visa rules
UK visa changes 2027 will reshape work and post-study options for international applicants. The October 28, 2026 Budget outlines lower occupation-specific salary thresholds, a wider HPI route, longer visas for selected graduates and extra job-search time for eligible workers.

The United Kingdom's October 28, 2026 Budget announced UK visa changes for 2027 affecting skilled workers, international graduates and researchers. The proposals seek to make recruitment easier for employers seeking highly qualified workers while maintaining restrictions elsewhere in the immigration system.

Skilled Worker visa salary rules in 2027

Beginning in spring 2027, occupation-specific minimum salaries under the Skilled Worker visa will move from median wages to the 25th percentile of earnings. The general threshold will be updated using 2026 pay data, with annual revisions thereafter.

Salary concessions for students, recent graduates and professional trainees will be combined into a single new-entrant discount. The separate PhD salary discount will end. Final salary figures have not yet been announced.

HPI visa expansion to top 150 universities

The High Potential Individual (HPI) visa will expand to applicants with eligible qualifications from the world's top 150 institutions. The government also plans a proportional increase in the application cap.

The HPI route permits eligible graduates of overseas universities to work or seek employment in the UK without an employer sponsor. Details of the expanded qualifying institutions and cap are still pending.

Graduate visa rules for 2027

The standard Graduate visa will be reduced to 18 months for most non-doctoral applicants applying from January 1, 2027. Under the new Budget measure, graduates from universities with strong immigration compliance and labor-market outcomes would qualify for two years instead.

The government has not yet published the list of qualifying universities or the full eligibility criteria. Doctoral graduates remain eligible for three years under existing rules.

Longer job-search period for skilled workers

Certain highly skilled sponsored employees whose jobs end may receive up to six months to find another position. The period will depend on their previous employment and is expected to be introduced in 2027.

The government also plans to expand opportunities for research-intensive businesses through the Global Talent visa. Further immigration guidance will determine how employers and applicants can use these measures.
