US President Donald Trump suggested that Venezuela could become America's 51st state during a campaign rally in Corpus Christi, Texas, on October 27. His remarks came as he celebrated the arrival of one million barrels of Venezuelan crude oil, presenting the shipment as a major achievement for American energy security.
Trump Venezuela 51st State Proposal
Trump raised the possibility of Venezuela joining the United States while discussing improving relations between the two countries.
He suggested that Venezuela could become prosperous through increased investment and oil production before raising the idea of US statehood.
The president also proposed replacing Venezuela's presidency with a governor's office if the country became a US state.
His remarks were speculative. The administration has not announced a formal statehood plan or outlined any process for admitting Venezuela into the United States.
Venezuelan Oil Shipment Arrives in Texas
During the Corpus Christi event, Trump celebrated the arrival of one million barrels of Venezuelan crude oil.
He described the shipment as a gift to the United States and said American taxpayers would not bear its initial cost.
Energy company North American Blue Energy Partners confirmed that two tankers delivered the combined shipment to Texas.
The company said the crude was intended for American refineries, including facilities operated by ExxonMobil and Citgo.
US Venezuela Oil Agreement 2026
The delivery followed an August agreement expanding US access to Venezuela's petroleum resources.
Under the arrangement, the United States secured a 35% equity stake in the parent company of North American Blue Energy Partners.
The agreement also gives Washington the right to purchase a portion of the company's oil production at cost.
Trump promoted the deal as evidence that closer energy cooperation could benefit both countries and support refinery operations in Texas.
Rising US Fuel Prices Ahead of Midterms
The president's remarks came as American consumers faced higher gasoline and diesel prices amid the ongoing Iran conflict.
Fuel costs have become an important economic issue ahead of the November 3 congressional midterm elections.
Trump argued that additional Venezuelan oil shipments could help improve America's energy supply and eventually reduce fuel prices.
However, future price movements will depend on global crude markets, refining capacity, demand and the wider geopolitical situation.

Venezuela Statehood and US Constitution
Despite Trump's remarks, Venezuela remains an independent country, and there is no established process underway to make it a US state.
Article IV of the US Constitution gives Congress authority to admit new states. Any proposal involving another sovereign country would also raise major questions of international law and national sovereignty.
Trump's comments therefore represent a political suggestion rather than an official change in Venezuela's constitutional status.
For now, the confirmed development is the arrival of Venezuelan crude oil in Texas under a new energy agreement.
