California 911 Upgrade Faces New Scrutiny

California lawmakers are advancing AB 1805, a bill that would force a state audit of the troubled Next Generation 911 upgrade and tighten oversight of Cal OES after years of delays, technical failures and rising costs.

Why AB 1805 Matters

The California 911 upgrade was designed to replace aging emergency call infrastructure with a modern system capable of handling texts, photos, video and better location data. But the rollout has become a public safety flashpoint after early deployments exposed connection failures at dispatch centers and raised concerns about delayed emergency response.

State budget analysts reported that Cal OES has spent about $456 million on the Next Generation 911 project, far above the original $132 million development estimate, while the timeline has slipped toward 2030.

Audit, Oversight and Contract Limits

Assemblymember Rhodesia Ransom’s AB 1805 would require the California State Auditor to begin reviewing the NG911 implementation by September 1, 2026. The audit would examine vendor vetting, project decisions and whether the state’s approach protected taxpayers and emergency callers.

The bill would also expand the role of the State 911 Advisory and Oversight Board, require quarterly progress reports to lawmakers and restrict future contracts unless performance safeguards are met.

Public Safety Deadline Adds Pressure

AB 1805 cleared the Assembly Emergency Management Committee in a 7-0 vote on April 23 and now moves to Appropriations. Officials say the upgraded system remains central to California’s emergency readiness, especially before the 2028 Los Angeles Olympics.

For residents, the issue is simple: when someone calls 911, the technology behind that call must work instantly. Lawmakers say the audit is meant to restore trust before another costly failure reaches the dispatch floor.
